Old Floors, Hard Lives
The wood here is generally good, because it was laid when red oak was the standard floor rather than an upgrade. What it has been through is another matter. Decades of tenancies, periods of vacancy, and finish left far past the point where it should have been renewed.
Vacancy is its own problem. An unheated or barely heated house through an Indiana winter puts the floor through humidity extremes that an occupied house never sees, and a vacant property with a wet basement and no dehumidifier will cup badly.
Recoat, Repair, or Sand
Most of these floors sort into one of three jobs and it is worth knowing which before you budget.
If the finish is dull and scratched but intact, it is a recoat: one day, half the cost. If there is bare wood in the traffic paths or black staining, it is a full sand. If there is pet damage or water damage in the boards themselves, it is board repair first and then a refinish.

Lead and Older Housing
This housing predates 1978 comprehensively, so old paint and finish layers may carry lead. Sanding turns those into airborne dust. In a unit being let to a family that is a liability question as much as a health one, and containment is the straightforward answer.
